OXUS Corporate History

Since its inception, OXUS has focused on building the productive capacity of Afghanistan’s private sector and government organizations – at the local, provincial and national levels. Formed in 2005 as MG Consultants, operations transitioned in 2010 into OXUS Consulting Group LLC. OXUS is an Afghan-American US small business that specializes in economic growth, humanitarian assistance, public administration reform, training, and technology services. OXUS supports U.S. and other donor programs, including those of multinational organizations working within Afghanistan, Central Asian region and the United States. Clients include:

• the US Agency for International Development

• US Department of Commerce,

• US Department of Treasury and
• the US Department of Defense.


OXUS has proven our business model by implementing programs in all 34 Afghan provinces with strategic collaboration between Afghan and international partner organizations. OXUS maintains an average workforce of 150 personnel of which 95% percent are Afghan citizens and 30% are women.

Public Institution Development, Training And Reform

As Prime Contractor on the US Department of Defense
(DOD) Government of the Islamic Republic of Afghanistan
(GIRoA) Advisors for the MoD and MoI (GAAM) Program,
OXUS implemented programs to support ministerial
effectiveness across six sector areas including:

(1) PublicFinance;

(2) Resource Management;

(3) Procurement; (4)
Logistics;

(5) Information Technology; and

(6) Human

Resource (HR) Management. Work included:
• Provision of 120 advisors to train, advise, and assist
ministerial leadership and support staff by enhancing
technical and managerial proficiencies;
• Trained over 1,300 senior ministerial personnel in Kabul
and in all 34 Afghan provinces;
• Improved transparency, accountability and oversight at key Ministries of the Afghan Government. Provided
clients with over 600 special reports including
recommendations, process flow maps, analyses, technical
assessments, and managerial/corrective action plans;

Upon successful completion, OXUS received strong
program reviews and recognition from clients including U.S.
Major Gen. Todd Semonite, responsible for the oversight of
US DOD assistance to key Afghanistan Ministries.

Private Sector Development

OXUS owns the USAID-sponsored Kabul Carpet Export Center (KCEC) that mentors, networks and exhibits handknitted carpets from Afghanistan. KCEC was established over a three-year period under a USAID Afghan Jobs Creation Program grant.

OXUS owns the “Wool and Loom” carpet retail store in Tyson’s Galleria II in Virginia, USA.

OXUS is a key partner on the USAID Afghanistan
Competitiveness for Export –oriented Businesses Activity
(ACEBA), where we are coordinating and delivering
technical assistance for these key value chains: carpets,
cashmere, precious stones, saffron and travertine/marble.

OXUS helped the US Department of Commerce Afghanistan
Business Development Program (ADBP) build the strategic
infrastructure for private sector development in Afghanistan
in the ABDP project where we: identified, trained, and
developed commercial and technical capacity of 85 Afghan business executives from the agribusiness, carpeting, construction, construction material and mining sectors. The ABDP project also provided:

• Business planning and training seminars, capacitybuilding study tours, as well as individual counseling
sessions. In total, OXUS provided 192 one-on-one
counseling sessions, 300 business-to-business meetings,
16 structured training events, and led 8 international
study tours across industry sectors to Japan, Singapore,
Germany, India, Turkey and United Arab Emirates
(UAE);
• Support to a series of international conferences including
“The Afghan Summit” held in Dubai, UAE and Istanbul,
Turkey. Introduced over 500 participants and agencies
for international business networking and supported 17
international companies in exploring business sectors in
Afghanistan including: power, construction, mining,
agriculture, manufacturing/textiles, information
technology, hospitality, and media.

Technology and Infrastructure Development

OXUS implemented technology projects in support of Afghan National Security Forces (ANSF) including fixed and wireless communications and data infrastructure to over 4,000 communication data points covering 25 buildings that comprised the Afghan Ministry of Interior (MoI) HQ compound. The project included design, installation, commissioning and testing of all fixed and wireless communication data points and fiber optic interconnections.

In addition, OXUS supported:

• Nationwide voice over IP rollout for the Office of U.S.
Attorneys, U.S. Department of Justice;
• Development of power and improved irrigation across
Afghanistan – linking more than 200,000 Afghan residents
to electricity and water – many for the first time;
• Formation of a global business consortium with leading international power and water companies together with local Afghan service providers. The team designed and built hydropower plants, transmission lines, substations, and water systems.

Human Resources &  Recruitment Services

OXUS provides HR and recruitment services to clients working within Afghanistan, regionally in Central Asia, the United States and Europe. It meets the unique HR demands of businesses, international donor assistance implementing organizations, non-profit and humanitarian groups, academic institutions, government organizations and technology
providers. Recruitment Placement Outsourcing (RPO), “Perm-Placement” and “Temp to Hire” support services provide immediate staffing support and long-term human capital resource solutions.

Private Sector Development

Conducted strategic outreach to community leaders on how development projects would benefit their community and ensured community commitment before, during and after project completion. Built a community-based approach to local development planning including strategic planning with community elders, women and vulnerable populations, especially in areas threatened by insecurity or insurgency. This approach was instrumental to successful project completion on-time and on-budget. OXUS helped engage low- to medium-skilled Afghan local labor force in order to effectively support project implementation and
engender greater community support.
